Does booking a whole table count as one used seat?

No. Even when a table is booked as a whole, we count usage by the number of seats at that table. So an 8-seat table counts as 8 seats.

You enable whole-table booking by setting tableBookingConfig.mode to BY_TABLE on the event. Buyers then select the entire table instead of individual seats — but billing is still per seat.
